Early childhood programs can lessen the impact of housing instability on child development and connect families to critical supports. Yet only 12% of infants and toddlers experiencing homeless in South Carolina are enrolled in a program, leaving 88% of young children unserved. Federal laws like the McKinney-Vento Act and the Individuals with Disabilities Education Act provide protections and resources to ensure families of young children experiencing homelessness can access early childhood programs.
